How exactly do I publish the Package List

Ive got my EventList set up my configuration all set up basically everything looks good on the back end but when I go to the front end my event description is replaced by a link Packages For Event Registration which when clicked on goes to the event details pages with the message Packages are not created for this event

Now I have created the Package List and clicked the red x to publish it I get the message Package Published yet the red x remains and still have the Packages are not created for this event message on the front end

I need my users to be able to register for trips and pay to reserve their spot that why I paid to DL this because it looked like it may be able to do the trick but so far I havent been able to figure it out

I couldnt figure out how to send you a private message so I emailed my admin details though Im pretty sure Im missing something when I set event manager up

I dont know if it matters but Im not sure if I have my paypal account set up properly and thats why its not working
